The Howard County Market Pulse Series, led by the Howard County Economic Development Authority (HCEDA) and the County Executive’s Office, connects industry needs with innovative solutions by bringing together businesses and technology buyers, solution providers, entrepreneurs, investors, and the broader innovation community. Through sector-focused challenges and showcases, Market Pulse identifies real-world industry needs, highlights market-ready technologies, and creates opportunities for customer connections, pilots, partnerships, investment, and business growth.
This year’s Cyber Howard Challenge was shaped by feedback from the Cyber Market Pulse Survey, which asked industry leaders to identify their most pressing cybersecurity needs and emerging challenges.
Industry Survey Results
The Cyber Market Pulse Survey received participation from seven industry sectors, including cybersecurity, IT/AI, financial services, aerospace and defense, healthcare/life sciences, construction, and emerging technology. This cross-industry participation provided insight into cybersecurity priorities from both technology providers and end-user industries.
The results showed a strong focus on AI-related cybersecurity challenges, with approximately 77% of respondents identifying securing AI systems and applications or defending against AI-driven cyber threats as a priority.
Respondents also identified related concerns including securing AI models and applications, autonomous and AI-enabled attacks, human and machine identities, third-party and supply-chain risk, data and privacy protection, and emerging agentic AI threats. The Challenge
Artificial intelligence is rapidly transforming how organizations operate, and how cyber threats are created, scaled, and executed. As organizations deploy AI applications, models, and autonomous agents, they face a dual challenge: securing the AI technologies they adopt while defending against adversaries using AI to launch faster, more sophisticated, and increasingly autonomous attacks.
This Market Pulse is challenging the cybersecurity community to address one central question:
How can organizations securely adopt and operate AI while protecting their systems, data, identities, and operations from AI-enabled and increasingly autonomous cyber threats?
Challenge Areas
Applicants should address one or more of the following industry-informed areas:
- Secure AI – Solutions that protect AI models, applications, agents, data, and supporting infrastructure from manipulation, exploitation, unauthorized access, and emerging AI-specific vulnerabilities.
- Defend Against AI – Solutions that detect, prevent, or respond to AI-enabled cyber threats, including automated attacks, deepfakes, fraud, social engineering, adversarial AI, and increasingly autonomous attacks.
- Identity, Trust & Agentic Security – Solutions that establish and manage trust for human, machine, and AI-agent identities, including authentication, authorization, privilege management, Zero Trust, behavioral monitoring, and controls over autonomous agents.
- AI Ecosystem & Supply Chain Security – Solutions addressing third-party and vendor risk, software and cloud environments, data security and privacy, cryptography, and the broader technology supply chain supporting enterprise AI.
How It Works
The 2026 Cyber Howard Challenge goes beyond a traditional pitch competition. Applicants will be asked to demonstrate how their technology addresses a real-world cybersecurity problem within one or more Challenge Areas.
Applicants may apply with an existing solution that directly addresses one or more Challenge Areas, or with an existing solution that could be adapted to address one or more Challenge Areas. Applicants in the latter category will be asked to clearly describe both their current product capabilities and the specific adaptations proposed.
Applicants should be prepared to:
- Define the Problem: Identify a specific AI-related cybersecurity risk or operational challenge.
- Demonstrate the Solution: Show the technology working against a realistic use case, scenario, dataset, or environment.
- Show the Impact: Demonstrate how the solution detects, prevents, mitigates, or measurably reduces the identified risk.
- Demonstrate Deployability: Explain how technology can be implemented within a real-world enterprise, government, or critical-infrastructure environment.
Solutions do not need to address every Challenge Area. Depth, demonstrated effectiveness, and relevance to the identified problem will be valued over breadth.
Finalist Demonstration
Up to six finalists will be selected to advance to the 2026 Cyber Howard Challenge Demo Day on October 20, 2026.
Finalists will demonstrate their technology, explain the cybersecurity problem it addresses, and present its measurable impact to a panel of cybersecurity, industry, government, investment, and technology experts.
Each finalist will also receive an exhibit table to showcase their technology and engage directly with attendees.
Detailed presentation format, demonstration requirements, timing, and other Demo Day guidelines will be communicated to companies upon finalist selection.
Industry Matchmaking
Market Pulse is designed not only to identify innovative technologies, but also to connect solutions with real-world market opportunities.
Demo Day will include a brief matchmaking component connecting finalists with businesses, investors, technology buyers, industry representatives, and potential partners. The goal is to help industry discover relevant cybersecurity solutions while creating opportunities for innovators to develop customer relationships, pilots, partnerships, and pathways to market adoption.

Evaluation
Solutions will be evaluated based on:
- Problem Relevance – Significance and clarity of the cybersecurity problem being addressed.
- Technical Effectiveness – Ability of the solution to detect, prevent, mitigate, or reduce the identified risk.
- Demonstration & Validation – Ability to demonstrate that the technology works in a realistic scenario or environment.
- Deployment & Market Potential – Practicality of deploying, scaling, and adopting the solution in real-world environments.
Awards
The Howard County Market Pulse Series will award $15,000 in cash prizes:
- 1st Place – $7,000
- 2nd Place – $5,000
- 3rd Place – $3,000
Who Should Apply?
The 2026 Cyber Howard Challenge is open to cybersecurity companies and innovators with a presence in Maryland and market-ready or pilot-ready technologies capable of demonstrating their solutions in a practical environment.
Applicants may include startups, growth-stage companies, established cybersecurity firms, or technology teams developing innovative solutions relevant to the Challenge. Howard County companies will receive preference during the selection process.
Companies must have an established presence in Maryland to be eligible to apply for and participate in the Challenge.
